200,000 Children with Disabilities in “Special Needs Classes” Reports Japan’s Ministry of Education, Culture, Sports, Science and Technology in FY2022 Survey

A survey by the Ministry of Education, Culture, Sports, Science and Technology on the 6th revealed that the number of children with disabilities who used “part-time class instruction” at public and private elementary, junior high and high schools, where they are enrolled in regular classes but receive lessons in separate rooms as needed, reached 198,343 in 2022, a new record high. The United Nations Convention on the Rights of Persons with Disabilities advocates “inclusive education,” in which children with disabilities are not separated from other children and students, but Japan’s current situation has been criticized as going against this.

On September 17th, two parents and their children in Amagasaki City, Hyogo Prefecture, filed a human rights complaint with the Japan Federation of Bar Associations, claiming that their opinions and those of their guardians were not respected and were harmed during school counselling sessions for their children with disabilities.

“You won’t let him go to school”: Parents and child file suit, claiming their “human rights were violated” during consultation on school enrollment for disabled child

The parents and children allege that they wished to study in regular classes at public elementary and junior high schools, but were not accepted by the local public schools and the Board of Education, and that they were further subjected to human rights violations in which their wishes were denied by the parents and children, who were subjected to hurtful words during the consultation.

60% of Teachers at Japan’s Schools for Intellectually Disabled Have Dealt with Issues Related to Sex On SNS: Survey

A survey conducted by Satoko Tsuda, associate professor at Chubu University, and her colleagues found that more than 60% of teachers in charge of student guidance at special-needs schools for children with intellectual disabilities have dealt with problems related to sex on social networking sites (SNS). Only about 30% of the respondents answered that they had provided literacy education on risks and other issues.

Tochigi Prefectural Board of Education to abolish boarding schools for intellectually disabled children by the end of FY 2024

The Tochigi Prefectural Board of Education has decided to abolish boarding schools at both Tochigi and Nasu special needs schools in March 2025. The decision was made public at an information session for parents that began on July 10th. These were the only two boarding schools for intellectually disabled children in the prefecture, so all such schools will be abolished.

Aichi Elementary School Apologies for Publishing Information about ‘Special Needs’ Students

It announced on February 7th that an elementary school in Toyota city had listed the disabilities of the children in special needs classes along with their names on their websites Although the city had obtained the approval of the parents for the information to be posted, the city’s School Education Division stated, “This was inappropriate handling of personal information and a lack of consideration. The city’s School Education Division deleted the information and apologized to the parents, saying, “It was inappropriate for the handling of personal information, and we were not considerate enough.”

Japan’s Education Ministry Discusses Support for Increasing Number of University Students with Disabilities

Ahead of the revised Act on the Elimination of Discrimination against Persons with Disabilities coming into effect in April, the Ministry of Education, Culture, Sports, Science and Technology’s expert panel drafted a report on the 22nd that summarizes the ideas and matters necessary for educational support for university students with disabilities. As the revised law is enacted, the provision of reasonable accommodations to students with disabilities, which was previously mandatory for national and public universities, will now become mandatory for private universities as well.

Japan’s Supreme Court has rejected an appeal by the parents of a boy from Kawasaki City against a lawsuit in which they sought damages from Kanagawa Prefecture and the city on the grounds that it was illegal for the boy to be designated to a special-needs school on the grounds of severe disability.
