The previous user seemingly leaves the diaper or nappy ‘changing station’ in the ‘down position’ making it difficult or impossible for a wheelchair user or walking stick user to enter the room.

Kanagawa Prefecture will start new measures from the new fiscal year to support people with severe disabilities so that they can live in the area they want.

The prefecture is calling for action, such as considering amendments to the ‘Act for the Elimination of Disability Discrimination’, on the grounds that this may be in violation of the Act.
