Japan Enacts Bill to Better Protect Kids from Abuse

The legislation for revisions to child welfare and other laws is designed to make it easier to restrict meetings of parents with their children under the protection of child consultation centers.
Following the revisions, it will be possible to place such restrictions on parents and other guardians in cases in which abuse is suspected but not yet officially recognized. This will help prevent centers from falling into trouble with parents.

In 2022, victims of forced labour in salt fields spoke to the media, saying things like “I ran away but was caught” and “I was beaten.” The US has imposed an import ban on solar salt products produced by a Korean company, citing “forced labour.” This is the first time that a foreign government has banned the import of a Korean company’s products for the reason that they were made using forced labour.

Prosecutors Decide Not to Prosecute ‘Inclusive’ Tokyo School Chairman Over Coercion of Female Student

In 2024, at a vocational high school run by Musashino Higashi Gakuen in Musashino City, a male board chairman was sent for indictment on suspicion of coercion for forcing a female student, then in her third year, to write an apology letter. On the 2nd, the Tachikawa branch of the Tokyo District Public Prosecutors Office announced that he would not be prosecuted. The decision is effective as of March 31, and no reasons have been disclosed.

Japan to mandate protective steps for firms against abusive customers

Japan’s Cabinet on Tuesday 11th March approved an amended bill requiring companies to adopt protective measures against overbearing or abusive behavior from business clients or the public. The bill mandates that firms establish clear rules against abuse and set up a system for victims to file complaints. The move follows a rise in workers quitting or suffering from mental illness due to “kasu-hara,” a Japanese slang term for customer harassment.

It has been revealed that in October last year, a male student with a disability attending a special needs school in Mie Prefecture was filmed in a school toilet by two high school students and posted on social media, causing him to miss school for an extended period of time, and the school has determined that this constitutes a serious case of bullying. According to the Mie Prefectural Board of Education, in October last year, a male student with an intellectual disability (then 17) attending a special needs school, which is attached to a prefectural high school in the prefecture, was filmed in a shared toilet stall by two male high school students and posted on the social media site Instagram.
