Aikawa Shinseien, a remote facility in Akita Prefecture housing nearly 90 intellectually disabled people sent from Tokyo, illustrates the long-standing practice of placing disabled residents far from their home communities due to Tokyo’s high land prices and neighborhood resistance to disability facilities, with some locals claiming such facilities would “damage the image” of the area. Many residents have lived there for decades, seldom see their families, and feel trapped, one 65-year-old man, who has lived there since the facility opened, says poignantly, “I don’t want to end my life here.” As parents age and die and “out-of-Tokyo facilities” continue to fill in replacements, some question what a truly inclusive living environment for disabled people should look like.

Tokyo Annual ‘Disability Week’ to be Held December 3rd to 9th [Podcast Episode]

The Tokyo Metropolitan Government announced on December 1st that it will hold its annual ‘Disability Week’ from December 3rd to 9th. The aim of ‘Disability Week’ is to deepen public interest and understanding of disability welfare and to encourage people with disabilities to actively participate in all areas of social, economic, and cultural activities.

Tokyo Metropolitan Government Increases Consultations for Developmental Disabilities Support, Offering On-site Consultations in Tama Area

In response to an increase in the number of consultations with the Tokyo Metropolitan Government’s office on developmental disabilities, the Tokyo Metropolitan Government’s support center will begin offering on-site consultations in the Tama region this month. This month, there are 17 days for those under 18 and 31 days for those 18 and older, and up to three groups per day can be consulted if reservations are made by phone or e-mail by 3:00 p.m. on the day before the on-site consultation is scheduled.

Executives and Staff at Tokyo Social Welfare Corporation “Tokiwa-kai” Found to Have Abused Mentally Disabled Patients, Over-claimed for Care Costs

The Tokyo Metropolitan Government has found that the executives and other staff members of a social welfare corporation “Tokiwa-kai” in Kodaira City, Tokyo, had abused several mentally disabled patients, and that the corporation’s workshop and group home had received excessive compensation for welfare for the disabled even though they did not meet the personnel standards and other requirements. The corporation operates 13 facilities in Kodaira City. According to the Tokyo Metropolitan Government, the overpayment of remuneration occurred at the “Asayake Workshop,” the main facility of the corporation, and one group home.

Tokyo Metropolitan Gov’t Announces ‘Heart-to-Heart Handshake’ for ‘Disabled Persons Week’ from December 3rd-9th 2023

The Tokyo Metropolitan Government announced in a press release on November 7th that it will “will carry out various initiatives in conjunction with ‘Disabled Persons Week’ from December 3rd to 9th in order to give Tokyo residents an opportunity to learn about and think about disabilities and people with disabilities.”.
