The number of confirmed cases of abuse against people with disabilities during fiscal year 2018 in Hyogo prefecture, western Japan was 125, the highest ever for the prefecture. Abuse by staff at welfare facilities increased from 9 cases to 40 cases, which was also the highest ever.
The new facility will have a monument to commemorate the 19 victims, the details of which will be discussed in the future, including whether or not to name them.
