Disability News Japan Podcast: Shinto Shrine Accessibility Problems & ‘Sagamihara Massacre’ Municipal Government to Pass Human Rights Ordinances

The draft report compiled by the city’s human rights policy council will include two proposals on penalties on hate speech: one that imposes an administrative fine for malicious acts, and the other in which a criminal penalty or an administrative fine will be imposed for such acts. The council will later meet again to go over the details and propose the final report to the Sagamihara Municipal Government.

【障害者差別事例、好事例大募集！】障害者差別解消法中央省庁の対応指針改定へ働きかけます（受付締切：2月28日）

2021年に障害者差別解消法が改正され、昨年は内閣府障害者政策委員会で基本方針の改定作業が行われ、まもなく閣議決定されて確定する見込みです。そして今年の4月からは、いよいよ中央省庁の対応指針の改定が始まります。

DPIでは差別解消法プロジェクトチームを立ち上げ、中央省庁に意見提案を行います。2016年の障害者差別解消法施行以降に、どんな差別が起こっているのか事例を集め、事例をもとに提案書を作成して、働きかけを行いたいと考えています。

そこで「差別を受けた」「嫌な思いをした」という差別事例、また「こういう対応をしてもらえて助かった！」という好事例を大募集します。

■募集期間：2023年2月1日（水）～28日（火）
■内容：2016年4月以降に差別を受けたと思う事例 又は 好事例
■提出方法：オンラインフォーム、メール、FAX

‘Sagamihara Massacre’ municipal government to introduce human rights ordinance with penalties including fines

The preamble to the draft report mentions the 2016 massacre at care home Tsukui Yamayuri En, where 45 people were killed or injured in the city, and states that it was a “hate crime based on unreasonable discriminatory thinking toward people with disabilities.” It also mentions the establishment of a “human rights commission,” a relief organization for victims.

An estimated 20,000 people between 40 and 64 in Yokohama, who have no illness or disability, have mostly stopped going out for at least six months, according to a survey by the city government.

In the survey, nearly 40% of those residents who are in a state of “hikikomori,” or social reclusion, said their condition began when they started avoiding leaving home amid the coronavirus pandemic.

Microsoft 365 Outage & Disability News in Japan Getting ‘Lost in Translation’

When Japanese news outlets reported the problems with software like Microsoft Teams, they used the term “障害”, and since the same term is often used to refer to a news story about disability issues, it was difficult to find news about people with disabilities in Japan, as any Google search with the term “障害”only returned results to do with the Microsoft 365 outage.

Rate of employment of people with disabilities in Fukushima at its highest despite nearly 30% of companies not employing any disabled

According to the Fukushima Labor Bureau, as of June 1, last year, the employment rate of target companies in the prefecture was 2.19% as a whole, an increase of 0.04 points from the previous year, the highest ever. It was 0.06 points below the average of 2.25%.

Only 825 companies, or 54.3% of the target companies, achieved the legal employment rate of 2.3%, which is required by law for private companies.
