Former Tokyo Facility Worker Re-Arrested for Third Time for Assaulting Child with Disability During Transit

TOKYO – On June 3rd, the Metropolitan Police Department announced the arrest of Takaya Goto (46), a former organization staff member residing in Hachioji, Tokyo. He was arrested on suspicion of non-consensual sexual intercourse, violations of the Act on Punishment of Sexual Exploitation and Photo-taking of Sexual Postures, and violations of the Act on Punishment of Activities Relating to Child Prostitution and Child Pornography, among other charges. The suspect allegedly took a young girl who was using a support facility for children with disabilities into a restroom at a commercial facility and sexually assaulted her while transporting her to or from the center. He is reportedly remaining silent under interrogation.

According to the Juvenile Development Division, Goto is suspected of committing obscene acts on five occasions in March 2024—fully aware that the victim was under the age of 13—in places including a multi-purpose restroom inside a commercial facility in Kashiwa City, Chiba Prefecture. He is also suspected of producing child pornography by filming the acts on his smartphone.

The girl was a user of the after-school/day support facility for children with disabilities where Goto was employed, and he had been transporting her by car. Goto had already been arrested twice before and indicted on charges including non-consensual obscene acts for allegedly committing similar acts against two other young girls who attended the same facility.

The Metropolitan Police Department is conducting a thorough investigation, noting that more than 4,000 obscene videos and images of multiple young girls were found stored on the suspect’s confiscated smartphone.

The victim’s father spoke to the Metropolitan Police Department, stating: “My daughter did not recognize that what was being done to her was a bad thing, and to begin with, I don’t think she even understood what an obscene act was. I don’t know if she will remember what happened this time, but if possible, I don’t want her to recall it. The psychological scars left on our family will never disappear for the rest of our lives.”
