Agriculture-welfare partnerships, in which individuals with disabilities actively participate in farming activities, have been steadily gaining momentum in Japan following a government 2019 policy vision aimed at promoting such collaborations.
The number of such partnership initiatives launched by agricultural corporations and employment facilities has significantly grown, reaching about 7,100 by fiscal 2023, which ended in March last year. Such initiatives have not only welcomed disabled individuals, but also extended opportunities to former prison inmates and others in need of support.

At a residential facility for people with disabilities in Kawaguchi City, Saitama Prefecture, is home to 40 people, including those with severe intellectual disabilities. The Director of the Saitama facility, Takahashi Minoru said: “We took sufficient precautions, but the infection spread so quickly that we’ve come to realize how contagious it is. Some of our users have epilepsy, and a high fever can lead to severe seizures. we would be grateful for any support.”
Japanese Prime Minister Shigeru Ishiba has stressed the government’s resolve to steadily pay compensation to victims of forced sterilization conducted under the country’s now-defunct eugenics law. “The government’s responsibility is extremely grave, and I sincerely reflect on it and apologize again to you from the bottom of my heart,” he said.
“We must not repeat human rights violations that destroy the dignity of individuals,” Ishiba said.

Japanese agriculture minister Taku Eto said Monday that the country is in an unusual situation over the current spread of highly pathogenic avian influenza. “The situation has become unusual,” Eto told an emergency meeting of prefectural governments and industry groups on the day. This month alone, there have been 23 outbreaks, resulting in the culling of about 4.18 million birds. This has already surpassed the 19 outbreaks in January of the 2022-2023 season, which was the country’s worst bird flu season on record. In January of that season, 4.63 million birds were destroyed.
