FUKUOKA – In April 2025, at the office of a group home in Fukuoka City, Kenji Takada (60 at the time), a staff member of the facility, took advantage of the fact that a 38-year-old woman with a severe intellectual disability was in a condition where it was difficult for her to form an intention not to consent, and committed an indecent act by kissing her on the lips three times.
On October 27, the Fukuoka District Court ruled that while “the circumstances of the crime are malicious and the criminal responsibility is not light,” it also noted that “the defendant has shown a reflective attitude and has attempted to compensate the victim,” and therefore handed down a suspended sentence.
According to the ruling, at around 1 a.m. on April 4, at the office of a group home in Fukuoka City, the defendant Kenji Takada (then 60) took advantage of the fact that the 38-year-old woman, due to her severe intellectual disability, was in a state where she could not form an intention not to consent, and committed an indecent act by kissing her on the lips three times.
In its October 27 judgment, Judge Yasuhiro Okamoto of the Fukuoka District Court sternly stated:
“This was a malicious crime that abused his position. Substantial measures to compensate and console the victim have not been completed. The circumstances are grave, and his criminal responsibility is not light.”
