TOKYO – Toyo Keizai has released its 2025 ranking of Japanese companies with the highest employment rates of people with disabilities, as the government raises the legally required rate from 2.3% to 2.5% in April 2024, and to 2.7% in fiscal 2026.
Fureasu, a home-visit massage provider employing many visually impaired therapists, ranked first with a 15.13% employment rate. General Partners, which operates employment support programs for people with mental health conditions, placed second with 14.65%, followed by FP Corporation, Japan’s largest maker of food trays and containers, with 12.6%.
Rounding out the top ten were MRK Holdings, Dekoboko Base, KITO, JSP, Fast Retailing (UNIQLO), Yokohama Fishery, and NTT Docomo Business. Fast Retailing employed the largest number of workers with disabilities overall, exceeding 1,100 employees.
The survey covered 1,137 companies employing at least three people with disabilities, out of 1,715 firms listed in the CSR Corporate Handbook 2025. The overall average employment rate among 1,339 companies was 2.25%, a slight increase from 2.2% the previous year.
By industry, retail, electricity and gas, pulp and paper, banking, and steel were the sectors with the highest average rates, all exceeding the new 2.5% legal target.
Toyo Keizai noted that while meeting numerical quotas remains important, top-ranking companies are focusing on inclusive practices such as tailored job placement, improved accessibility, and stronger support systems. The publication said it will continue to monitor how businesses adapt as Japan’s disability employment requirements rise in the coming years.
