TOKYO – The Tokyo Metropolitan Government has conducted an on-site inspection of a social welfare corporation operating facilities for the intellectually disabled in Fuchu City, Tokyo, where abuse of users has been confirmed, and is planning to investigate its management system.
The inspection was conducted at two day-care facilities and one group home for the intellectually disabled operated by the social welfare corporation “Seiyo-kai” in Fuchu City.
In addition, an investigation by a third-party committee established by the city confirmed that the former vice president of the corporation had been physically and psychologically abusing several patients for about 10 years.
The city gave guidance for improvement, but the abuse was still confirmed, and on July 7, the Tokyo Metropolitan Government conducted on-site inspections at three facilities operated by the corporation.
According to the Tokyo Metropolitan Government, the inspection revealed the following
Whether or not training programs for staff are being conducted, and
The inspection also confirmed whether or not the facilities were providing appropriate support to the users,
The facility also interviewed the person in charge of the facility.
The Tokyo Metropolitan Government is planning to conduct a detailed investigation into the management system of the facility.
