ARIMA, Hyogo Pref. – On April 7, the Arima Police Station of the Hyogo Prefectural Police arrested a 14-year-old male student on suspicion of attempted murder for attempting to kill a 25-year-old man at a facility for the intellectually disabled in Kobe City’s Kita Ward. The man is in a critical condition and unconscious.
The suspect was arrested on suspicion of attempting to kill the man by stomping on his neck with his feet inside the facility at around 11 a.m. on April 7. The male student said, “I stepped on his neck with both feet and said, ‘Die,'” among other things.
According to the police, about 100 people live in the facility, and another resident found the man and the male student fighting. When the staff rushed to the scene, they found the man lying face down on the floor and the student stepping on his neck with his bare foot. The student is said to have a moderate intellectual disability and the man a severe intellectual disability, and the investigation will include whether or not the student is criminally responsible.
The facility told the Kobe Shimbun, “We are unable to respond as the police are still investigating.”
