The Ministry of Health, Labor and Welfare has compiled the result of a survey that 3460 people were padded by 27 administrative agencies, which is 80% of the central ministries that were surveyed, showing an excessive employment of people with disabilities.
As a result, the actual employment rate is 1.19%, which is far lower than the statutory employment rate at that time, 2.3%.
