Japan’s Labour Ministry Begins Discussions on Future of “Disability Employment Business”

On the 20th, the Labor Policy Council of the Ministry of Health, Labour and Welfare began discussions aimed at amending laws to promote the employment of people with disabilities. The focus of these talks includes the nature of "disability employment businesses", which provide alternative workspaces for people with disabilities hired by companies, and expanding the scope of levies paid by companies that fail to meet their mandatory employment quotas. TOKYO – On the 20th, the Labor Policy Council of the Ministry of Health, Labour and Welfare began discussions aimed at amending laws to promote the employment of people with disabilities. The focus of these talks includes the nature of “disability employment businesses”, which provide alternative workspaces for people with disabilities hired by companies, and expanding the scope of levies paid by companies that fail to meet their mandatory employment quotas. The goal is to submit the legal amendment to the Diet as early as 2027.

The discussions were initiated within a subcommittee of the Labor Policy Council, consisting of representatives from labor and management, academic experts, and members of disability advocacy groups. Specific systems will be considered based on a report from a study group held in FY2025. On this day, hearings were conducted with disability employment organizations, and detailed deliberations are scheduled to begin in June or later.

A central focus of the discussions for the legal amendment is how policy can improve the “quality” of disability employment. The study group’s report included the consideration of a certification system for companies with excellent disability employment initiatives. While a certification system currently exists for small and medium-sized enterprises (SMEs) that scores achievements such as retention rates, the plan is to revise these standards and expand the scope to include all companies, including large corporations.
