Chiba disability group home resident dies; former representative to be arrested

Police in Kashiwa, Chiba Prefecture, plan to arrest a man in his 30s who formerly headed a disability group home on suspicion of assault resulting in death after a 19-year-old male resident with an intellectual disability died under suspicious circumstances in 2025. Investigators believe the former representative assaulted the resident, leading to his death, and are also examining possible liability among staff members who allegedly failed to report the abuse despite being aware of it. Police suspect the victim may have been subjected to routine violence and are continuing the investigation.

Kashiwa City, Chiba Pref – Police have decided on a policy to arrest a man who formerly served as the representative of a disability group home in Kashiwa City, Chiba Prefecture, on suspicion of assaulting a male resident and causing his death.

At the facility “Disability Group Home Prosperité Kashiwa Minami-Sakurai” in Kashiwa City, there was an incident in 2025 in which a 19-year-old male resident with an intellectual disability died under suspicious circumstances.

Police had been investigating the case as assault resulting in death, and have now strengthened their suspicion that the man in his 30s — who was the facility’s representative at the time — assaulted the resident and caused his death. They plan to arrest him as early as the 8th.

In addition, other facility staff members are suspected of failing to report the abuse to authorities despite being aware that the resident was being subjected to violence.

Police intend to continue the investigation on the view that the resident had been abused on a routine basis.
