Osaka Launches Probe into Disability Work Centers Over Improper Training

Osaka Prefecture has launched an investigation into roughly 2,050 “Type B continuous employment support” facilities that help people with disabilities engage in work-like activities, following reports that some providers offering at-home programs may not be giving appropriate training. Funded by government subsidies, these facilities are required to provide meaningful vocational support, but several cases have emerged where users were assigned minimal tasks—such as watering plants a few times a day—raising concerns about misuse of public funds and inadequate care. The prefecture plans to review each case and issue guidance or corrective action where necessary.

OSAKA – Osaka Prefecture has launched an investigation after receiving reports that some operators providing at-home employment support for people with disabilities may not be offering appropriate training.

The investigation covers roughly 2,050 “Type B continuous employment support” facilities (shūrō keizoku shien B-gata jigyōsho) across the prefecture. These facilities are designed to help people with disabilities gain work experience and skills through activities such as manufacturing and handicrafts.

Although the “Type B” facilities are funded by government subsidies, the prefectural government says several cases have been reported in which service providers may not be giving adequate training to users who receive employment support from home.

In one example, a user was reportedly asked to do little more than “water plants at home a few times a day.” The prefecture plans to verify the details of such support activities and issue guidance or corrective measures if any facility is found to be acting inappropriately.
