Following Revision to Employment Promotion Act for Persons with Disabilities, some plans announced

In response to the problem of the employment of disabled people by the central ministries and agencies, the revised Employment Promotion Act for Disabled Persons, including measures to prevent recurrence, passed unanimously at the General Assembly of the House of Councilors on June 7th. There were 15 incidental resolutions made by the upper house. Enforcement begins on April 1st, 2020 with some exceptions.

The revised bill obliges public organizations (national and local public organizations) to put together and publish an initiative for disabled people to work with peace of mind in their disability promotion plan.

In the context of “working with peace of mind,” the issue in the areas of employment and welfare has also become an issue. For example, disabled people who work can not currently use welfare services that support mobility during commuting. It is viewed as inappropriate to support personal economic activity at public expense. The government will examine how to arrange this point in the future.

The revised law obliges the public authorities to preserve documents used for identification of obstacles, and also gives the Ministry of Labor the authority to conduct inspections and recommendations. Apart from the legal reform, a system was also set up to reduce the budget of ministries that do not meet the required number of disabled people.

With regard to employment of disabled people in central ministries, it was discovered that as of June 2017, 3700 people were misrepresented and 28 institutions were below the legally-employed rate.

In Yokosuka City, Kanagawa Prefecture, a “workstation” was opened in a government office in May this week, with three part-time employees with disabilities working with coaches.

It looks like a special subsidiary established by a company. The monthly fee is ¥ 96,200. A man with a medical certificate who is not good at reading and writing due to learning disabilities, 24 said, “I would like to do my best, though I did not learn at IT technical school.”

The aim of the establishment is to create a link to general employment. Persons with disabilities who are introduced from the Employment and Life Support Center for Disabled Persons will be selected and will work for up to three years with a one-year update. The same city and the center cooperate to support transition to general employment.

The city limited recruitment to people with intellectual and mental disabilities. “Unlike physically disabled people, because there is no regular staff recruitment limit” 

Employment of people with intellectual disabilities is sluggish nationwide, but there is room to increase employment if the work is followed and the people follow.

In addition, the same prefecture Hiratsuka City, which set up a similar work place in a government building in February 2005, gathered work from 58 out of 79 sections in 17 in 17. In the past four years, 11 people with intellectual and mental disabilities worked, and 5 of them worked for private companies.

The city says, “Efforts to adjust the working environment, such as adjusting the amount of work, are by no means small, but it is not so difficult if you try.”
