KYOTO – Businesses in Kyoto City, which conduct “Planning Counseling Support Projects” that creates and revises the plans necessary for using disability welfare services made the decision to withdraw some services because “it cannot be made profitable if we try to carefully face each person,” but also where we started “counseling of counseling office” as a new project. The planning rate of Kyoto Prefecture persons with disabilities is considered the second worst in the country.

Planning consultation support began with the revision of the Act for Supporting Independence of Persons with Disabilities (currently the Disabled Persons Support Law) in 2012. It is a system that prepares plans and periodically reviews when using services such as in-home nursing care and behavioral aid, equivalent to the care plan of the long-term care health system. Social welfare corporations, companies, non-profit organizations, etc. who received the designation by the municipality are the major players. As the country is promoting planning, the planning rate as of June last year is 98.2% nationwide average. It is 92.8% lower than Kyoto prefecture next to Hyogo prefecture.

As of July this year in Kyoto city, about 200 establishments are designated. “There are as many requests as there are” (a certain establishment in the city), but individual management is severe.

A representative of a business establishment that decided to close down at the end of this month (47) said, “It was not supposed to be this”. About one year ago, he launched a planning consultation office in order to stay close to his / her life while considering an optimum plan. However, the original ideals blew away before the reality that “100 people should be in charge of one person if you think that you will earn enough income to eat.” “Even though there are training for planning, there are instances in which you think that you are being abused, people who need to rebuild your lives first, and correspondence to those who can not make plans is left to the scene It was a fact. ” He felt the limit of continuing alone, saying he abandoned his business.

In Kyoto city there are 15 community life support centers for people with disabilities, created by the city government, and it corresponds to the case which needs more detailed support. However, “It is difficult to move people in charge to other business offices, and there is a limit to undertaking new people at our place.”

Meanwhile, there is also a move to support a consultation support project by setting out a new axis. “GIFT” Co., Ltd. in Tokyo in charge of 550 employees with seven staff members started feeling uneasy about future prospects only by projects related to planning consultation and started “counseling of consultation support offices” from August It was.

Counselors receive  a contract of about 10,000 yen a month and give advice based on knowledge and experience accumulated so far. “I aimed for a project with unique characteristics so as not to be swept away by the system of the country,” president Mayu Suzuki (39). By having a place where you can feel free to consult, it says it aims to alleviate the burden feeling of the consultation support office even a little. “I think it will lead to supporting the lives of people with disabilities,” Suzuki says.
