TOKYO – The Children and Families Agency is considering the creation of small-scale facilities tentatively called “Children’s Homes” to enable children with disabilities to live close to the communities where they were born and raised. A draft report was presented at an expert panel meeting on the 16th examining the future of residential institutions for children with disabilities. Until now, many children have entered large-scale institutions far from their parents’ homes, resulting in limited interaction with their families. The new model is expected to help maintain family relationships while allowing children to live in a small-group, home-like environment.
In cases where children have severe behavioral disorders, such as self-harm or property destruction, or require medical care, appropriately trained staff would be assigned. External services, including visiting nursing care, would also be made available. Discussions will proceed with a view to revising relevant laws and regulations.
